BP: "Plug for good" ... "Never leak again"

I guess people in the United States of Amnesia would fall for these words:

BP delivered what should be a knockout punch on Thursday to its damaged Macondo well, filling it with concrete and all but guaranteeing oil will never leak from it again.

they did use those truth-insurance-policy phrases: "should be" and "all but guaranteeing"
